Can indian flour (ATTA) be used for regular flour?

YES !!!!! There are many recipes in which this flour can be substituted.

Atta is basically a whole wheat (durum) flour, so there shouldn't be a problem using it in most recipes. If I'm not mistaken though, I believe it requires a bit more moisture (water, milk, whatever) than would be used for regular white flour.
